The authors analyze why the current system of regulation of emissions into the atmosphere that uses background contamination in order to account the influence of other enterprises and vehicles is ineffective. The background contamination is determined on the basis of instrumental monitoring of Hydrometeorology. Possible application of multiple source calculation for modeling of different city planning scenarios is described. As an examples it is shown how quality of atmospheric air changes after road reconstruction and changes in traffic routing. Additionally possible ways to reduce air pollution level with the help of different technical equipment for industrial and transport sources of air pollution are described.
