The authors grounded experimentally the increase of environmental safety of construction and municipal economy functioning at the anthropogenically disturbed territories by reclaiming applying the debris of coal mines and the sludge of aeration stations. The authors made recommendations on calculation and proceeding for the rehabilitation of populated areas and industrial plants.
