The author considers the issues of improving the efficiency of water and wastewater treatment plants in large cities that have a complex system of water and waste water treatment. The strategic objective for the nearest years of the majority of Russian water and wastewater treatment plants is to reduce water losses during its transportation to the consumers. Unfortunately, due to the high wear of water supply networks and the inefficient functioning of the operational and contact services, the water losses in Russia are twice and even more higher than in Europe. The optimization of water balance by decomposing water supply networks into segments will allow to detect those city areas, where water losses are maximum, and to carry out measures on their localization. This approach will allow to define clearly the persons responsible for the operation of water supply networks and for the water supply to the problem city areas.
