The principles of the forming urban “growth points” of the region that are based on the analysis of the contemporary experience of the innovation development of the territories and are formed the basis of the theoretical models of the urban structures that are formed an innovation-technological infrastructure of the region, are grounded. The results of adapting of the models to the conditions of the typical region of southern Russia — Volgograd region, that confirmed the appropriateness of using formulated principles in developing of the territorial planning documents, are showed.
