Criterion of the ecological and economical efficiency of the urban planning project, taking into accounts the uncertainty and ambiguity of the input information and allowing analyzing the optional versions development of the processes, is proposed. Fundamentals of the methodology of integral analysis of the ecological and economical efficiency of the urban planning project based on cognitive modeling are identified.
