System as a mechanism of realizing topo-forms of settlement actuality

The authors have considered ontological grounds and theoretical-and-methodological ideas of settlement actuality as a process-medium phenomenon, elaborated principles of system concept of mechanism of realization and transformation of city topo-form (areal of settlement).
The authors have also determined regularities and traced the functioning of mechanism of transforming attributes of settlement topo-forms into resources, factors and harmonization measures of integral landscape (agglomeration) city phenomenon. They have given planned interpretation of settlement recursive mechanism in categories of urban planning system.
