This paper presents an analysis of the causes of occupational accidents in the construction industry in Russia. The authors identify the basic labour law violations by employers. It is shown that in order to enhance the effectiveness of training it is necessary at the State level to adopt a number of documents on occupational safety and health to enhance the motivation of employers.
