The authors of the paper submit for consideration a complex informational open access technology that provides quality improvement of physical education. This technology is a combination of several technologies: the traditional physical training technology, the problem-oriented module technology for teaching students with disabilities (health-improving technology) and the World Web telecommunication technology. The complex technology, that combines professional theory and practice of physical education, is supposed to enhance education quality and the development of students' and instructors' creative potential. All this leads to a new quality level in the sphere of physical education.
